We've got items from the grant subcommittee and the transport committee

So in cancer econola's absence
I'll introduce the items from the grants
subcommittee
and this is the
Voluntary and Community Center cost of living grant fund ran two
And I think obviously these are grants we hand out to community organizations that will be
Providing warm spaces and food and so on over the winter
I'm very grateful to our voluntary sector partners for the incredible work
They do and just to note there was an amendment that the committee put forward to us
Councillor Marshall proposed and was seconded by Councillor Worrell the application number 10, which is the Tooting Community Kitchen
Be awarded the full amount of grant funding which is fifteen thousand pounds and that amendment was carried with three votes for and
two abstained
So I'm suggesting that we recommend we
Pass the paper with that amendment. I don't if there's any comments or questions

Thanks very much, so I think next up we have our
transport papers
and we're fortunate to have Councillor Yates here,
but if it's okay, I'll just introduce the first two papers
because they fall under strategic planning,
which I have responsibility for in the cabinet.
So the first of these was our local plan partial review.
So these are changes we're making to the local plan
to require 50 % affordable housing in new developments,
and of that, the majority to be council housing.
So it's genuinely affordable homes
that can be guaranteed for local people
and their sons and daughters.
And they were supported by five votes to three in committee
and obviously I'm recommending it to you.
Are there any comments and questions

I think that's gonna do a huge amount of good
in our communities.
And the next paper is on the Clapham Junction Master Plan
and the proposed transformation of Falcon Road Bridge.
So obviously it's a longer term piece of work
at Clapham Junction, but local people have got
really quite excited and behind these improvements
to the Falcon Road underpass.
You probably know that really quite dark
and foreboding 100 meter underpass there.
You can see the designs for that in Battersea Library.
They're online, they're actually outdoors
by the bridge as well.
So there's been really good engagement on those.
We hope to bring forward the successful designs in the next couple of weeks.

Yeah, thank you, Councillor Hogg.
So the Transport Committee met on the 19th of November.
So I'll continue with the transport related papers.
First of all, on quiet cycling routes.
So this is part of our number of measures to
increase active travel in Wandsworth.
So quiet cycling routes are routes
on side roads, quieter streets around the borough to help
cyclists navigate across the borough
safely and they require some minor changes sometimes to the roads and additional signage,
but they're not major interventions with segregated cycle lanes. This paper followed
a consultation over the summer to get initial feedback on all routes and as a result we are now
taking forward to detailed design, six of the 13 routes that we had originally proposed.
For the others not going to detailed design at this stage, we will be looking carefully
at the comments received and seeing whether we can take them forward in future.
And we will also be looking at helpful suggestions from the public for additional quiet cycling
routes in other parts of the borough.
So I recommend this to the executive for approval.

Then we had a good discussion about our school streets
program which is progressing well.
I'm very pleased that we have met early our corporate plan
target to have over 50 % of our primary schools
the school streets. A school street is when the roads around the school are
closed to traffic just during the school opening and closing times of day
to encourage Children to walk or cycle to school and to make them feel safe
on to hopefully reduce air pollution around the school. So officers had
carried out an excellent review of how the school streets are going, and this
some proposals for the next phases
and to propose standardized entry treatments
at all the school streets across the borough
so they're very noticeable for drivers
and look smart and welcoming.
So again, recommend this to the executive for approval
and I'm pleased that it was unanimously supported
at the transport committee.

Then we had a paper on the Battersea Park Area CPZ review,
the outcome of a recent consultation.
This was a very detailed consultation arising
from concerns expressed by residents regarding
parking in the area and parking has increased by people coming into the area
to go to the big development at Battersea power station so this proposed as an
extension of the CPZ hours and to also cover the weekend it was welcomed by the
ward councillors and unanimously supported at the Transport Committee so
again recommend this for executive approval. Wonderful, that appears to be agreed. Thank
you. And finally we had an update paper to the Transport Committee on the Local Implementation
Plan. This is a plan we agree with Transport for London in order to do our part in the
implementation of the mayor's plan for active travel.
And it set out our funding submission for TFL funding
for various initiatives such as on cycle training,
road safety training, and some more substantial
capital schemes.
And again, this was agreed or supported unanimously
at the Transport Committee, so recommend it for executive approval.
