good evening and welcome to this meeting of the Executive, thanks for being here, are there any declarations of interest?
okay, well, we'll move on to matters for decision and I think the first set of issues we're looking at is transport.
I see Councillor Yeates can't be with us, Councillor Gasser, are you OK to introduce this, yes, actually I can't talk to them in perhaps much detail, but we've got a paper 24 53 introduction of cycle lanes and road safety measures on Mitcham Lane 24 54
was that raising the bar guidance document 24 55 Queenstown Road corridor scheme, 24 56 quiet cycling routes, 24 57 ones with Highways Maintenance programme?
24 58 operational review of CPS outs in various areas
that's it.
thank you.
apologies, sorry, I didn't see the other side 24 59 zebra crossings outside Hurlingham school.
24 60 zebra crossing outside Heath May, Primary School 24 61 local implementation plan funding 24 62 setting of charges for transport
thank you very much some excellent proposals there to improve transport in Wandsworth, any comments or questions on those papers, so they agreed excellent, thanks very much and.
next step we have health, it's good to see Councillor Henderson.
thank you very pleased to announce a number of them.
number of measures, at the very heart of the Labour administration's manifesto and implementing the promises we made in May 20 years ago, but 2022 isn't it?
first of all, community safety strategy that is working with partners such as the police and a wide range of other organisations to ensure that Wandsworth remains a safe borough, it is currently the safest.
on our internet in terms of crime, we want to keep it that way and we have a considerable investment in the means necessary to actually do that, I would point out that this isn't something which is purely in the gift of the Executive, the stretch us actually need to agree by Full Council and quite comprehensive paper is actually going to Full Council on Wednesday clearly the Executive needs to approve that process and to approve the strategy in terms of its own policy position.
in part of our strategy also includes a refreshed.
in an elliptical strategy it is actually a stand.
strategy in itself obviously fits in very much to what a community safety strategy
this is aimed at revamping quite considerably.
exist before we actually took over, we have doubled resources in relation to of OAG, and we are determined to ensure that we eradicate violence against women and girls, as far as we possibly can, I'm also very pleased to announce the Wandsworth carers and young carers charter this again was a manifesto pledge.
according to the last census 17 and a half thousand carers in Wandsworth and they saved not only ourselves but also the country as a whole billions of pounds every year, it's absolutely right that we fully support them and this charter was actually co produced with ones of care carer centre and also involved young people so it is,
piece of work and gives clarity to what carers can actually expect from the Council.
the procurement of homecare reablement service is more straightforward.
a new adult social care, statutory complaints policy, and I have to say, came as some of the shock sort myself there was 0 if had a statutory procedure for complaints, we had absolutely no policy, so this is something which we are all rectifying, finally, I know,
the review of charge is in line with most other departments, we are putting up charges by 6.7% in relation to non-statutory items, which only actually impact upon fewer than a hundred people in total there are three different categories.
the overwhelming majority of social services are means assessed anyway, so people's ability to pay is taken into account and, needless to say, we were extremely sympathetic to anyone who finds themselves.
in any difficulties as a consequence of art increase, so there is a longer report and that I wouldn't only give to the Executive, but certainly for anyone listening.
amongst the public office does actually set out the clear implementation of the promises which the Labour administration made for May 2022, thank you.
thanks very much Councillor Henderson for that thorough rundown of a great policy agenda, so congratulations, and are there any comments or questions about it?
then is it approved a wonderful congratulations and finally, and certainly not least, at this time of year, we move on to finance cancer Island?
thank you, Chairman, and we have a number of papers, including the setting of charges for environmental services, and then I'm delighted to say that the committee approved our recommendation to freeze the general rate of council tax for the second year in succession and the next paper is proposed additions to the capital programme and that's our ambitious plans to correct the historic under-investment in the borough across the barrel you will soon see differences on I've already noticed differences on paving and roads that have been repaired, particularly in areas that were previously neglected.
the next paper is the Treasury Policy, which the Council,
has done very well with with prudent investment of our cash balances, followed by the change programme progress update, I recommendations that we support wholeheartedly to update the way the Council will make it prepared for the 21st century. Then we had a paper about the digital strategy again, our ambitious plans to improve how the Council does its business.
next, we had a paper deed of variation in the lease and rent abatement to Battersea Arts Centre in its 50th anniversary year. We're delighted to support this excellent arts centre in the Borough,
and then I'd like to congratulate the Commissioners, we had a paper about the Wandsworth council's response to the independent cost of living commission, their final report, the commissioners, Commissioner, has done a fantastic job and we wholeheartedly support the work they do and we will be implementing their recommendations.
followed by another paper the cost of living update which sets out what the Council will be doing to support our residents through the cost of living crisis, building resilience, as well as dealing with the day-to-day crisis followed by a paper from my colleague who can't be here tonight about high streets and town centre updates, I'm I'm very pleased to say that the committee approved that and the procurement strategy followed by a paper on the Equality update report showing how the Council is make insurance policies are in line with and representative of residents in the borough.
and then a very good paper about training and apprenticeships, how the Council is supporting residents, in particular care leavers and other disadvantaged groups in developing its short apprenticeships programme and, lastly
our plans to relocate Frogmore depot to dislodge an industrial estate. Thank you very much,
that's outstanding, thank you were grateful for your work to keep the same low council tax while delivering better services for all, thanks very much any comments or questions for Councillor Island about finance, and then those proposals agreed agreed excellent thanks all very.
