Subcommittee, which is being held as a remote meeting. My name is Councillor McLeod, and
I'm chairing this meeting. I'm going to now invite the other attendees to introduce themselves.

Also present are a number of officers as well as the applicants and representation and people
making representations. Also, representatives from the police are present. So please note
this meeting is being recorded. And as we've already had some slight issues, bear with
us if there are any technical problems. The recording of the meeting will be available
on the council's website after the upcoming local elections, owing to need to respect
the pre -election period requirements and level of community interest in the application.
I also note that the applicant will be requesting the meeting be held in private with press
and public excluded, owing to an ongoing police investigation. I will ask the police formally
to make the request after we've received apologies for absence, declarations and interests.
So first off, are there any apologies for absence or declarations of interest or any
for any items on this agenda? No, wonderful. Okay, so now we've reached the application
on today's agenda. I invite the Metropolitan Police, I'm not sure whether that's going to be

Yes, good afternoon chair. Yeah, there are certain aspects in regards to a live investigation
and that holds criminal proceedings. It forms part of the evidence that we have here. So
I think there'd be only certain parts that we would need to exclude press and public.

Hello, Councillor McLeod. My name is Piers Warne. I'm Solicitor representing the premises licence holder.
Obviously, there are other parties here on behalf of the premises licence holder as well, which I can do introductions formally later if you wish.
In terms of any exclusion of the public, I would submit, obviously, that I'd be permitted to remain in that part of the hearing to make submissions as necessary.
I just think formally it's probably worth stating that now. I just thought I'd better do so. Thank you.

Yes, I just thought I'd reassure. The exclusion of the press and public would primarily relate to
members of the public. So for example, the webcast at that point, the recording would end,
but parties to the hearing would stay. I understand as well that the committee will be
considering the procedure of the meeting because representations have a different set of bundles
to yourself and the police and there's obviously different levels of confidentiality in the
evidence but the legal advisor will be able to advise more on that at the appropriate
time but you would be permitted to stay for the meeting, that is correct.
Thank you for clarifying. Okay so I propose the licencing subcommittee
agree, a agree to exclude the press and public from the meeting, but B and B to vary the procedure
for the meeting and for representations to address the licencing subcommittee first, after which we'll
ask them to leave and for the remainder to be held, for the meeting to be held with only the applicant
licence holder present to enable discussion of more confidential information for remainder.
Do the subcommittee agree to proceed in that manner?
